AV United : Rules And Regulations
SECTION 1. GENERAL
A. All AV UNITED SOCCER LEAGUE games shall be played under the current “Laws of the Game” published by FIFA, subject to specific League RULES created by AV UNITED SOCCER LEAGUE.
B. All league games shall be played under the rules of AV UNITED SOCCER LEAGUE.
C. It is the responsibility of the participating team to acquire information regarding the rules from AV UNITED SOCCER LEAGUE (AVUSL).
SECTION 2. TEAMS ADMITTANCE INTO AV
UNITED SOCCER LEAGUE
A. Teams/players requesting
admittance into AVUSL shall submit a completed registration
form. Incomplete forms will be returned, and teams/players acceptance shall be deferred until
completed forms have been received. Application
forms and fees must be submitted to AVUSL Registrar on or before the date as specified on the current
years’ form.
B. A team’s status within AV
UNITED SOCCER LEAGUE will be defined as follows:
1. A returning
team will be defined as a team that:
a. Participated in AVUSL during the
previous AVUSL season,
b. Has a minimum of (7) returning players,
c. Has a returning administrator with a
valid pass.
2. For the
purposes of this subsection, a returning player is defined as a player who
has a valid player card for the team in question, and played a minimum of (7) AVUSL
games with that team during the previous AVUSL
season.
3. The Board of
Directors (BOD) may make an exception for teams not meeting all the above requirements, based on the facts the BOD receives.
4. New teams will
be considered on behavior probation for their first year in AVUSL. AVUSL
reserves the right to deny admittance to ANY TEAMS
/ PLAYERS. No coach shall be permitted more than one (1) team in any one age
division/group.
C. Priority of Admittance into
AVUSL:
1. Returning teams
will be given priority for admittance to AVUSL.
D. All registration fees shall be
returned if new applicant is not accepted prior to the
start of the season (this does
not apply to teams withdrawing).Teams shall be deemed
accepted when AVUSL has tentatively bracketed them and the AVUSL BOD has approved the tentative
bracketing,
E. All team/player registration is
final after team is on AVUSL Schedule – NO REFUNDS.
F. To complete a team’s
acceptance, a completed roster and registration form with names, phone numbers, and addresses
of each player, copy of birth certificate and photo
I.D. of each player must be on file with AVUSL. The rosters will be verified with the Registrar of AVUSL.
G. The BOD may deny a team’s
admittance to AVUSL based on the team’s or
coach’s violation of league, or
other organization rules, or due to excessive disciplinary
problems caused by member of the team or coach including, but not limited to the coaches, players or
spectators.
SECTION 3. TEAM AND PLAYER DUES
A. Team registration fees shall
be as determined by the AVUSL BOD.
B. Teams/player(s) shall be
considered in behavior standing and shall not be allowed to participate in League competition
and practice until all fees are paid.
SECTION 4. AGE GROUPS
A. Age divisions shall be comprised
of players who are born any day of that seasonal
Year: Adult, Divisions: ’90-’91, ’92-’93,Co-Ed Divisions:’94-’95,
’96-’97, ’98-’99,‘00-’01,’02-’03,
B. Player may play up only by one
year. Player's own age team takes priority when game schedules conflict.
C. Girls are eligible to play one
year older in any division.
SECTION 5. PLAYER AND COACH REGISTRATION
A. Teams/ players that register
with AVUSL will be subject to the following rules:
1. All players
must complete the AVUSL registration form. The player is registered
from the moment the player (if 18 or older) or parent (of players younger than 18 years of
age) signs the registration form, presents original birth certificate (if under 18 years of age), and
photo I.D.
B. The AVUSL BOD may request from
any team member, Proof of Age to be established.
A copy of the request will be directed to the AVUSL’s BOD. A request in person and/or telephone call
will be directed to the team coach/parent. Proof
of age shall be presented within five (5) days of date of request of coach/parent. Failure to respond to
such request shall result in the immediate suspension
of the player involved and forfeiture of all league games in which the player participated.
C. Any allegation or indication of
falsification of documents will be turned over to the AVUSL BOD for further investigation. If further investigation
reveals proof, charges will be
filed with AVUSL BOD requesting full prosecution.
D. Youth players who have been
registered on an adult amateur team must obtain consent from parent/legal guardian.
E. Any player seeking transfer
release, must submit the completed form with all fees paid, in accordance with AVUSL rules. A team transfer has a
two (2) game waiting period before
transferred player can participate in league games unless the team that the player is transferring
from no longer exists.
F. Players and coaches of teams
with AVUSL must have current Player ID’s to participate
in league games. ID must be presented before each game.
G. In all AVUSL competition, no
team may use a loan player (player registered to another team). Any team using a loan player shall forfeit all games
in which a loan player
participates.
H. Updated team roster must be
turned in at each coach’s meeting and/or 4th game.
SECTION 6. COACH/PLAYER RELEASE
A. Any coach/player released for disciplinary or misconduct reasons, may request a hearing before AVUSL BOD.
SECTION 7. FIELDS AND ETIQUETTE
A. The scheduler shall strive
for the maximum use of each field. Consideration is given for practice and games.
B. The field should be available
Monday through Thursday, 5:00pm to 8:45pm for practice,
subject to change by City of
C. Game field should be available
on a full day of playing (7 hours) up to seven (7)
teams can be assigned per
field. A separate field parameter will be required for every field. Game field should be available Saturday 9:00am to 5:00pm.
City dictates field use when frost
is an issue.
D. Each field must have a valid
permit issued by the appropriate authority for the listed on the field
parameters.
E. The field must have additional
named insurance as required by the appropriate authority and provided by
AVUSL. Contact AVUSL for insurance application.
F. A field may be declared
nonplayable by the scheduler 24 hours prior to the game based on information supplied by the proper non-league
authority, i.e. LNSC, school,
park, or Referee.
G. Coaching from the sidelines is
permitted subject to the following conditions:
1. Within ten (10)
yards in either direction of the halfway line.
2. Coaching shall
be of technical or tactical nature, consistent with the game of soccer, i.e. giving directions to
one’s team on points of strategy and
position. Always with a positive attitude.
3. The team
administrator’s/coach’s language and attitude shall be such that it is not
conducive to misconduct or violence. It shall not result in verbal or
physical abuse of the referee on the part of the team/players, team administrators
and/or spectators.
4. The team
coaches are responsible for their sidelines and they may receive sanctions
because of inappropriate behavior from a spectator on their sidelines.
5. Coaches with
AVUSL MUST have an AVUSL Coach/Administrator ID (per AVUSL Rules and Regulations) to be within the
technical area (the team
bench). Coach/Administrator MUST be on the sideline at ALL TIMES during
the game, or the game will be forfeited by the team without the
coach. If a team that started the game meeting this requirement ceases meeting the
requirement during the game due to any reason, i.e. Administrator ejected, had
to leave, etc., they will immediately forfeit, and the game will be terminated. Each team must
have at least two (2) Coaches
(Administrator) to avoid forfeiture due to the absence of one of the coaches
(AVUSL Rules and Regulations).
6. Managers with
AVUSL Manager ID’s may sign the game card and be responsible for all paperwork of the
team, but NOT coach, start or continue
a game.(AVUSL Rules and Regulations)
H. Teams may be expelled from
further competition for conduct deemed unacceptable
by the AVUSL BOD.
I. It is recommended each team
have a first aid kit available at each game and practice.
J. Mechanical/electric audio
devices such as megaphones and walkie-talkies, shall not be used at any AVUSL competition, but may be used by
authorized person(s) for the
purpose of announcing teams at the awards ceremonies.
K. All players, parents,
administrators and spectators of each team must, where possible, stay on their respective side of the field (4 feet off
the sideline) during games.
Administrators shall have the right to request the Referee to enforce this rule during the game. Failure to comply
with this rule shall, at the Referee’s discretion,
result in game suspension. The offending team may be brought before the AVUSL BOD.
SECTION 8. TEAM COLORS, UNIFORMS AND PLAYER SAFETY
A. Each player participating in
the game shall be in completing uniform, with permanent
numbers six (6) inches or larger in a contrasting color. Any/all uniforms must be clean and presentable at
the start of the game with shirts tucked in
and socks pulled up over the shin guards. All teams’ players must present
in full uniform after two scheduled games.
B. The Goalkeeper of each team shall wear a shirt
that does not resemble colors of either
team, as judged by the Referee.
C. When the colors of uniforms of
two competing teams are similar to the point of confusion during play, as judged by the Referee, the home team (1st
team listed on schedule and takes
West/North side of field) shall make use of non-conflicting colored vests. In the event that a
team’s uniform conflicts with the uniform of the Referee and the Referee elects not to change, the
conflicting team MUST change to
the colored vests.
D. It is recommended that each
player use an approved type of soccer cleat. Any type of shoes determined to be unsafe by the Referee shall not be
worn in the game.
E. All players must have an
individual uniform number assigned at the beginning of the season, which does not change for the duration of AVUSL
competition. This number must be
displayed on the player’s uniform during any AVUSL game in which they participate.
F. The
AVUSL BOD must approve all advertisements (including sponsors) on uniforms.
G. Player Safety
1. No player
should be allowed to play in any regularly scheduled League game or
tournament with an injury that can be aggravated by playing or which constitutes a danger to others.
2. A player must
not use equipment or wear anything that is dangerous to himself or another player,
including jewelry. (FIFA Law IV)
3. Shin guards are
mandatory for all players in practice, games and tournaments.
H. Infringement of these rules
shall result in a formal warning by the BOD, and further infringement will result in action by the BOD as
determined necessary to maintain
standards set by AVUSL.
SECTION 9. NUMBER OF PLAYERS
A. No team shall have more than
twenty (20) players on its AVUSL roster at any given
time. Player must be recognized on the filed AVUSL roster. Coaches/Administrators/Managers required to
ensure rosters are kept up-to-date, i.e.
dropped/added players. ID’s may be held every 4th game for updated
roster/ref fee payment.
B. Any player listed on the Game
Card shall be considered as having played under the name and shirt number as listed. The accuracy of the
player entries is the responsibility
of the team Coach/Administrators. The penalty for infraction may include forfeiture, fines, probation, or
suspension at the discretion of the BOD.
C. Failure to cooperate with a
reasonable request to substantiate the legitimacy of any player who has played in a particular game shall result in a
Trial Board investigation and
hearing, and may result in BOD action, which may include forfeiture, fines, probation, and/or
suspension at the discretion of the BOD.
D. Individual players “not showing”
at practices/games shall be cautioned and if “no show” continues, at coach’s discretion player may be
dropped.
E. Players electing to also play
on other leagues may not have more than 2 ”no-show”
conflicting schedules for AVUSL schedules games. AVUSL BOD may determine player be dropped for continuous
“no-shows” affecting their AVUSL Team.
SECTION 10. PLAYER SUBSTITUTION
A. FREE substitution by a team
shall be unlimited, but only at the following times:
1. Prior to throw-in, by the team in possession only.
2. Prior to a goal
kick by either team.
3. After a goal is
scored by either team.
4. After play has
been stopped for injury by either team.
5. At half-time.
B. A “cautioned” or “yellow
carded” player MAY be substituted at the time card is issued.
C. Substitution shall be made at
midfield within (10) yards of the halfway line. The Substitute Player shall not enter the field of play until allowed by
the Referee and the Player substituted
has left the field of play.
D. Excessive substitutions
resulting in confusion or delay of game are to be discouraged by the Referee.
SECTION 11. SCHEDULING
A. Once games are scheduled no
exceptions to the AVUSL schedule shall be allowed for any reason unless approved by the AVUSL BOD.
B. In the case where field
condition or availability is involved, the League President who holds the field permit shall be
responsible for informing the Scheduler of such
conditions immediately to facilitate obtaining alternate field or rescheduling the game to the earliest possible date.
C. The Scheduler will notify teams of
re-scheduled games (as defined in B. above) as early
as possible prior to the new date and time. Teams are required to play officially re-scheduled games.
D. Whenever possible, the
bracketing will result in a standard twelve (12) games. A minimum of ten (10) games can be
allowed. If a team drops after season begins, this
minimum can be jeopardized. Teams entering/added AVUSL may not meet the minimum bracketing of scheduled games.
E. The City of
F. The Scheduler shall not be
responsible for inability to communicate schedule changes when such an inability results from the failure of a
Team Coach/Administrator having
correct telephone number or email address listed with AVUSL.
G. Any team(s) changing games
without AVUSL approval may experience a double forfeiture: No points are
awarded to either team. Referee fees will be collected
from both teams and a $50
assessment on one or both teams may be imposed.
H. Any team that continuously
forfeits games will forfeit their Insurance and will be dropped from the league. If this occurs all Player ID’s and
Coach/Administrator ID’s must
be returned to AVUSL IMMEDIATELY or a fine of not more than $500 will be imposed. If fine is not
paid in full on demand, all court costs will be the responsibility of the Coach/Administrator. To be
reinstated, a team must payfees and
re-register the team. The reinstatement must be approved by the AVUSL BOD.
I. Inclement weather
1. In the event of
inclement weather, the teams will assume that the game will be played unless notified by
the scheduler.
2. In an effort to
play the game, the field authority may provid an alternate field. The
teams will be notified at the earliest opportunity (it may be morning of play).
3. Provided the
authority that has control of the field in question has not refused
permission to use the field, the Chairman of the Board/scheduler shall have
the full authority to decide whether a game shall be played or suspended due to
inclement weather.
4. If the game is
suspended prior to the second half, the game will be replayed in its entirety. If the game is
suspended during the second half, the
game will be considered a full game, unless there was a purposeful misconduct or misuse
of this regulation as determined by the AVUSL BOD.
SECTION 12. COMPETITIONS, STANDINGS, AND AWARDS
A. Three competitions are
organized by AVUSL: the League Competition, Play-Offs and Tournaments.
1. LEAGUE
COMPETITION
a. The standings of teams in their
respective brackets shall be determined by points, with three (3)
points awarded for each
win and one (1) point awarded for each tie.
b. If teams are tied on points for first
place, First Place Team position is then determined by LEAST
AMOUNT OF GOALS
ALLOWED, GOAL DIFFERENTIAL.
c. If a team disbands, or for any reason
does not complete all its scheduled games, AVUSL BOD shall
determine the appropriate
adjustments for bracket standings.
d. After the season has started, all games
are played under the jurisdiction of the League. No
Team/Player may participate in
any other sanctioned or unsanctioned game without the permission of the
AVUSL BOD with exception of games associated
with National and/or State, any Coast League games or AYSO games.
2. LEAGUE
PLAY-OFFS
a. Play-Offs occur at end of each season.
b. League standings determine placement of
Teams for Play-Offs. AVUSL Open Registration
constitutes determination of
Play-Off bracketing on a per division basis. Play-Off games
will be scheduled at the discretion of Scheduler/AVUSL
BOD, according to team standings, number
of teams in
particular divisions, and number
of games played per team.
c. Rosters are frozen 2 weeks prior to
First Play-Off game.
d. Rules in section 12.3 below apply to
league Play-Offs.
3. TOURNAMENTS
a. Tournament competition format is to be
determined by the AVUSL BOD and approved by the BOD.
Rosters are frozen
five (5) days prior to the first scheduled tournament game for the
appropriate age group.
b. Field loading will be utilized for the
entire competition.
c. All players in good standing are
permitted to participate in AVUSL tournaments for one team only.
All “caution” and “send
off” (yellow and red card) infractions during the regular League
Season will not carry over to tournament games.
A SEND-OFF (red card or double yellow) will result in a
one game suspension in tournament competition, and
that player or coach may be brought before the AVUSL BOD for disciplinary action.
d. In
the event of a tie in points, at the predetermined halfway point, the head to head match will
be used to determine who
is first. If the head to head is a tie then determination is made
by a 5-shot Shoot-out.
e. If during the tournament, the winning
team is found in violation of Tournament Rules and
Regulations that require forfeiture,
the AVUSL BOD shall continue with the last opponent
of that team declared the winner of the game in question.
Under no circumstances shall the competition be replayed
from the entry of the offending team into the competition.
f. Scoring will be as follows: 3 points
for a win, 1 point for a tie and 0 points for a loss. A
forfeit will be recorded as a 0-1
loss.
A forfeited game in a pool round will result in a forfeited score
in all
other pool games, regardless of the previous
scores.
g. Game formats and times:
1.
Pools will be three games and play
each other on one day. Tournament
games may not end in a tie. Tied
teams will go into 10 minute overtime, then go
head to head in a shoot out. Shoot out will be
5 shots and which ever team gets most shots in goal after
the 5 shots is the winner of the tied game and
one point goal will be added to their score.

U13
through-U18………………...70 minutes
h. AVUSL may make the following awards:
1.
an award to each player on bracket
championship teams.
2.
An award to each player on bracket
runner-up teams.
3.
An award to each player and team
representative of each age bracket tournament
championship team.
4.
An award to each player and team
representative of each age bracket
tournament team.
SECTION 13. GAME PROCEDURES AND CONDUCT
A. All regularly scheduled games
must be played on approved schedule dates. No team
shall be scheduled to play two regulation games on the same day without approval by the AVUSL BOD.
B. The Scheduler may reschedule
games, however only with approval of the AVUSL
BOD.
C. Game duration and ball size
shall be as follows: (Attachment)
10 minute half-time break and 15
minutes between games.
D. Each team must provide game
ball of correct size for their division.
Failure to provide as such, team
will be subject to forfeit of game.
Referee discretion to choose
which ball to start game. Game will still be played.
E. GAME CARDS:
1. The Players
COMPLETE information must be recorded on the GAME CARD before the game. Each player
must report to Referee before entering the game for the first
time. The names of all players who are not present
or are not eligible to play must be listed and then crossed out on the game card.
2. It is the responsibility of the Team Coach/
Administrator(s) to provide the
Referee with an accurate, legible, and completed current official GAME CARD prior to the
start of the game along with their Player ID’S. Following completion of the game, the
Referee and Team Coach/ Administrators will sign
the GAME CARD. No signature, no recourse.
3. Each team must
provide GAME CARD of correct color.
Incorrect color will result in Forfeit to offending
team. Game played will reflect win
= 3 points and goals scored & counted only for team using GAMECARD of correct
color (offending team receives {0} Goals Scored). Both teams using GAME CARD of
incorrect color will reflect no points, no goals,
and only counted as game played. Player
ID Color Strip corresponds
with the color of the GAME CARD.
4. The Team
Officials shall present their Player’s ID’s and Coach/Administrator’s ID’s to the Referee prior to the
game. If there is no Coach
with a valid AVUSL ID, the Referee must note that on the GAME CARD and the game
shall not be played. The team in violation shall forfeit the game and pay Referee
Fees for both teams.
5. All players’ names on the GAME CARD must have a valid
Player ID for
that team.
6. Prior to start
of game, AVUSL will check in each Team Player, validating
Player to their Player ID.
7. The Referee is
required to make a check mark on the GAME CARD by the name of each player with a valid
Player ID and uniform number. The Referee
must initial any player’s name that has been crossed off on the roster and this
player and uniform number is inactive for this game.
8. In the event a
player misrepresents himself/herself during a game,
either
Coach/Administrator may request notation of the irregularity on the GAME CARD by
the Referee, who should initial the notation.
9. Late arrivals
shall be allowed to play, provided that the Referee is aware of the late arrival prior to
the start of the game and the player checks in with
the Referee before entering the game.
10. The Referee is
required to make appropriate notation of ALL instances of Player ID irregularity on the GAME CARD. The
Referee’s Report shall constitute
proof of violation.
11. The Referee is
required to sign the official GAME CARD to verify that the player cards of
both teams have
been checked.
12. The referee is
required to report on the official AVUSL GAME CARD,
instances of misconduct on the part of team Players, Coaches, Administrators
or Spectators that he determines to be adverse to the conduct of the game. Additional
information may accompany report.
13. In cases where
a Player or Coach/Administrator is sent off, the Referee required to make proper
notation on the official AVUSL GAME CARD and
submit it to AVUSL. All Player ID’s and Coach/ Administrator ID’s should be
returned to the team at the end of the match not including those of
Players and Administrators sent off during the game. In cases of assault violent conduct or suspected
falsification of documents. Administrator/Player
cards are to be withheld. In such cases, a supplemental
Referee report detailing the events and violations should be made. In the
case of SERIOUS Foul Play, the Supplemental Report, GAME
CARD and Player/Administrator ID’s must be given to AVUSL President or
Chairman of the Board. If neither is present all must be presented to any Board
Member in attendance.
14. The Referee is
required to turn in all official AVUSL GAME CARDS no later than after the last game
refereed. Any acquired Administrator/Player
ID’s are to be turned in with GAME CARDS.
15. The referee is
required to reject entries on the official AVUSL GAME CARD that are not printed or legibly
written.
F. Referees and Referee Fees
1. The Official
Referee shall be the sole judge on the field of play and his decisions
shall be final. No protest based on “referee judgment” shall be allowed.
2. Any
complaints regarding Referees shall be directed in writing to the AVUSL President
and
Chairman of the Board.
3. Any AVUSL game
refereed by any Administrator, parent or relative of a player in the same game shall be
forfeited by the relative’s team, unless such
referee is approved by both teams, in writing, on the GAME CARD prior to the game
being played.
4. In the event
that the official referee fails to appear, a certified referee may be appointed with
the mutual agreement of both teams. Signature on the official GAME CARD by the
Coach/Administrator for both Teams shall
constitute acceptance of the appointed referee.
5. In the event of
a “no show” forfeit, the team determined responsible for the forfeit
shall be responsible to pay a fine of $25.00. Fine is to be paid to the team affected. Failure
to pay this fine will forfeit future scheduled games
and the AVUSL BOD will determine if the team will be removed only
from the schedule or be removed from the league. The “no show” team will forfeit,
with team showing receiving the win = 3 points and score will reflect score of 1-0.
6. Referee Fees (dependent
on number of League Games/Season) to be paid
in 3 equal installments
by each team. 1st
installment due prior to 1st game
of season, 2nd & 3rd installment due each month thereafter. . 7. When team has played first
scheduled season game, Referee fees are Non-Refundable.
8. Failure to pay
the required fees and any fines imposed by the BOD before the next scheduled games shall
subject the team to further BOD action.
G. Game Stoppage and Delays
1. If for any
reason a game is not played or not completed, the BOD shall decide the standing of the game depending
upon the reason for the game
stoppage.
2. The BOD may
reschedule the game; order the game to stand as played, remaining time to be played off at a later
date, or such other action depending
upon the circumstances as they are determined to be proper.
3. All games shall
start at their scheduled time and the delay of a game for any reason
shall not extend the start of the following game past the grace period for
the following game.
4. The grace
period shall be ten (10) minutes after the scheduled game time.
5. A team must
start a game with a minimum (see Attachment) of players in good standing, who are
registered to that team. The players must be on the field ready to play at the end
of the grace period or forfeit the game.
6. It shall be the
responsibility of the Referee to start the game on time and he/she shall be the judge of
the tardiness of teams. No protest from Team Coach/
Administrators or others regarding late starts shall be entertained without confirmation
by the Referee’s Report. Actions taken by the AVUSL shall be based solely on
official notations on the official AVUSL GAME
CARD.
7. The Referee
shall check the Player ID’s of the team in attendance and follow the
normal procedure before the absent team shall be subjected to forfeiture.
8. The Referee
may terminate or suspend the game, but only the AVUSL BOD may determine a game to be
forfeited by one or both teams.
H. Coaches are responsible for the
actions of their team’s players, Administrators, and spectators. They are required to take all precautions to prevent
and discourage unruly behavior, threats,
and/or assaults on players or officials, before, during and after the game.
SECTION 14. FORFEITS, FINES AND SUSPENSIONS
A. The AVUSL BOD may fine and/or
suspend any team or individual in any of the following
situations:
1. If such
Team/Individual shall refuse or neglect to fulfill any of its/their obligations as a
member, or violates any of the provisions of the Bylaws and Rules and Regulations of
AVUSL.
2. If such
Team/individual shall commit any act which is determined to be contrary to or
inconsistent with the principles and standards of good sportsmanship.
3. Failing to
accurately enter all required information on the GAME CARD.
4. Being Sent-Off with
Accumulated Yellow/Red Cards. (See attachment).
5. Failure to
submit to the BOD request for proof of age of any player.
6. Behavior of a
Coach, Player or Spectator that encourages Referee Abuse, Referee Assault or Non-Referee
Assault, or any verbal abuse by the
other Administrators, Players, or Spectators.
7. Coach/Asst.
Coach/Designated Party required to be acknowledged and sign
in at each scheduled coach’s meeting.
Failure to meet this requirement
will result in a $20 fine to team.
Failure to pay fine in full before
next scheduled game day will result in suspension of coach at this scheduled
game. Suspension will stay in effect
until fine is paid in full.
B. A team/player may be subject
to forfeiture of games if found in violation of
any of the following:
1. Non-payment of
team fees, including dishonored checks.
2. Non-payment of
fines within next scheduled game and/or fourteen (14) days
of official AVUSL Board action.
3. Failure to show
for a scheduled game.
4. Failure to
present proper identification for players in the form of valid AVUSL Player
ID’s.
5. Inability to
field minimum number players in good standing who are registered to that team.
6. Failure to be
on the field of play and ready to play at the scheduled game time, following any grace period.
7. Leaving the
field in total without the Referee’s permission and with the intent to not
continue the game.
8. Failure or
refusal to continue the game.
9. Violations of
registration rules.
10. Misconduct that causes the
termination of the game.
11. Violation of disciplinary
(red/yellow card) regulations.
12. Using loan players during AVUSL
competition.
13. Failure to
have an AVUSL Administrator/Coach with a valid AVUSL ID in accordance with AVUSL Rules and
Regulations.
14. Failure to
submit to an AVUSL BOD request for proof of age of any player.
15. Falsification of
documents related to a game, such as a GAME CARD, Player Registration Form, Birth Certificate, etc.
16. Failure to
comply with Rule 7.G.
17. Failure to
meet administrative requirements that result in the Termination,
Cancellation or Suspension of the game.
18. Failure to
accurately enter all information on GAME CARD. In addition to the forfeiture of a game, a
team may be subject to fines of not less
than $50.00 for violations of Rule 14.B, with the exception of the rules in
subsections 8 and 9 which may carry a minimum of $75.00 to a player or
coach.
C. The AVUSL BOD shall recognize
the suspensions and rulings of equal organizations that are
affiliated with USSF. The BOD may initiate suspension
of any coach, player or associated
bodies or individuals of any member/team
for a stipulated time period from participation in AVUSL. The following offenses shall
subject members to suspension:
1. Any player
ejected by the referee shall be suspended automatically without appeal for the next one (1)
originally scheduled game, in all divisions
registered and may be subject to additional AVUSL BOD action. It shall be the
responsibility of the coach to ensure the suspension is served regardless of whether
the referee returns the Player ID or fails to note
it on the GAMECARD. Any coach found in
violation of this rule shall
be subject to a fine and/or suspension, and will be brought before the AVUSL BOD, and the
coach’s team shall be subject to forfeiture of game.
2. Any coach sent
off by the Referee shall be suspended automatically without appeal for the balance of that day
and for the next two (2) scheduled
playing dates for the team from whose game he/she was ejected (and all
other games on those 2 play dates) and may be subject to AVUSL
Board action. It shall be the responsibility of the coach to ensure the
suspension is served regardless of whether the Referee returns the Coach ID or fails to note
it on the GAME CARD. Any Coach found
in violation of this rule shall be subject to a fine and/or suspension and will be
brought before the Board and the Coach’s team shall be subject
to forfeiture of game.
3. Any player,
coach, or parent who is alleged to have committed a physical assault on a referee,
assistant referee, AVUSL Staff, Member may
be immediately suspended, and such suspension shall remain in force permanently.
4. All physical
assaults are to be reported to the AVUSL BOD in writing with a copy given to the AVUSL
President and all Board Members. Further
actions will be taken.
5 . Players sent
off twice in one season (2 red cards) by an AVUSL Referee shall be suspended
automatically without appeal for the next four (4) scheduled
playing dates from all AVUSL games, and shall be subjected to AVUSL Board
action.
D. Any coach found guilty of
coaching while on suspension shall be subject to a fine and/or an additional period of suspension and their team
may be subject to forfeiture of game. To
aid in the enforcement of this rule, coaching is defined as any interaction or communication of any
kind with any player, any interaction or communication
with opposing coach/team, and any interaction or communication of any kind with game officials, AND/OR
being within visibility of the field, effective
thirty (30) minutes prior to the game until the conclusion of the game. Violation of any of the above will be in
violation of the suspension.
SECTION 15. PROTESTS AND APPEALS PROCCEDURE
A. Protests. Any member/Team may
protest the action of another Team by using the following procedure: Any protest must be made in writing. If
hand delivered, the date and time
received must be acknowledged by signature of the AVUSL Board or Staff member. If delivered by
hand, the person delivering the protest must countersign
the document.
B. The original protest must be
submitted to the AVUSL BOD with a filing fee of $25.00.
C. An additional copy of the
protest must be submitted to the BOD Chairperson.
1. LEAGUE
COMPETITION
a. A protest of competition must be
received in writing with forty-eight (48) hours following the
completion of the game.
b. The protest must be submitted to the
AVUSL BOD with a copy to the BOD Chairperson.
c. A filing fee of twenty- five dollars
($25.00) must accompany the protest.
d. The referee’s GAME CARD shall be the
basis for assisting all offenses where predetermined
penalties are applicable. Other
offenses shall be reviewed and administered by the BOD.
e. The BOD shall rule on the protest.
f. All BOD rulings shall be reviewed and
approved by the President.
g. Members shall be officially advised
orally and/or in writing by
the BOD of penalties applied and
imposed.
2. LEAGUE
TOURNAMENT COMPETITION
a.
A protest of a game must be made
orally and in writing no later than two (2) hours following
completion of the game. Delivery
of the protest shall be by hand to the BOD, Chairperson
or designated Staff with the $25.00 filing fee.
b. The BOD shall rule on the protest and
their decision is final.
c. A Referee GAME CARD shall be used, along
with other
appropriate evidence, so the AVUSL
BOD may determine what
is necessary to render a decision.
d. The BOD Chairperson shall officially
notify the protesting party of the Decision both orally
and/or in writing.
e. No protest concerning AVUSL League
Tournament Finals will be entertained at any time or
date.
APPEALS.
Any Team/Coach may appeal any action taken against them using the following
procedure:
1. Appeal of a committee decision
is made using the following procedure:
a. The appeal shall be submitted in writing to the AVUSL BOD
with a $25.00
filing fee and a copy submitted to the AVUSL President.
b. The appeal must be made within two (2) days from notification
of the action
being appealed.
2. Appeal of an AVUSL BOD decision
may be made using the following procedure:
a. The appeal shall be submitted in writing to the AVUSL BOD.
b. Protest, Appeal and Disciplinary Hearing procedure is set
in Rules and Regulations.
c. The appeal must be made within twenty-four (24) hours of
notification of the
AVUSL BOD ruling.
3. Failure of an affected
appealing party to appear at the scheduled meeting after proper notification shall result in the
automatic denial of the appeal and forfeiture of
the fee. Notification of the meeting shall be at the discretion of the AVUSL BOD addressed to the appellant at the
address that was submitted with the appeal to
the AVUSL Chairperson/President.
4. Filing fees will be returned
only when a ruling is made in favor of the appellant.
5. All AVUSL BOD actions,
excepting such actions provided for elsewhere in these Rules, reviewed and approved by the AVUSL Board does not
become final until the President of
AVUSL has reviewed findings and actions to be implemented.
6. Members and associated parties
will be advised by the AVUSL BOD of their decision.
7. AVUSL shall provide right of
appeal per AVUSL.
8. These Appeal Procedures do not
apply to Bracketing Appeals.
SECTION 16. ALCOHOLIC BEVERAGES
A. THE PURCHASE,
B. No smoking on fields at LNSC,
and not allowed per LNSC Rules/Regulations.
SECTION 17. SCRIMMAGES
A. Scrimmages with teams, other
than season scheduled AVUSL teams, must have prior
written authorization from AVUSL Board.
B. Failure to follow Section 17.A
will result in the team not being covered by insurance
if AVUSL has provided insurance for the team.
C. Any player/coach that violates
scrimmage rules may be suspended.
D. Scrimmage game constitutes no
Referee and NO fees to be paid by either team.
E. No AVUSL Player/Coach ID’s are
to be used for a scrimmage game.
F. Scrimmages are intended to be
for practice and scrimmage games will neverdetermine
points a team receives.
SECTION 18. PLAYER/COACH/ADMINISTRATOR ID CARDS
A. AVUSL
Player/Coach/Administrator ID’s are provided by and belong to AVUSL and are for the use of the
Player/Coach/Administrator ONLY when participating in AVUSL games.
B. Player/Coach/Administrator using
AVUSL ID’s other than for AVUSL play or authorized
use (approved by AVUSL Board in writing) is PROHIBITED.
C. A fine of not more than $100.00
will be assessed if card is used where/when prohibited.
Player/Coach/Administrator will not be allowed to play or practice with AVUSL, until fee is paid in full.
D. If
player/Team/Coach/Administrator is no longer with
E. Any Team/Player/Coach that pays
for a scrimmage and uses AVUSL ID’s will appear
in front of the AVUSL BOD for possible suspension/fine.
SECTION 19. TOURNAMENT PLAYER CARDS
A. Tournament cards will be
issued to teams that participate in tournaments other than AVUSL tournaments.
B. Proper AVUSL paperwork is to be
completed and TOURNAMENT CARDS will then
be given to Coach/Administrator.
